Benjamin Herrenschmidt: scope of tools/ directory

Benjamin Herrenschmidt asked for guidlines on testing and the tools directory. Greg KH pointed at the tools/testing directory. Steven Rostedt pointed instead at tools/testing/selftests, and in particular at tools/testing/selftests/README.txt, which says:

• Do as much as you can if you're not root;
• Don't take too long;
• Don't break the build on any architecture, and
• Don't cause the top-level "make run_tests" to fail if your feature is unconfigured.

Steven noted that this was not well known, and agreed that a discussion of what types of tests belonged there would be valuable. Steven also considers both the README and the tests to be in need of some improvement.
